Delegates met in a brief Plenary session on Saturday morning, during which Chair Emil Salim (Indonesia) appealed to delegates to approach the negotiations peacefully. Working Groups 1 and 2 met until late in the evening negotiating text.

Chair Salim during the morning Plenary, outlined the organization of work, and said the next Plenary would meet on Wednesday morning to hear updates from the Working Groups.

Delegates negotiating in Working Group I

Working Group 1 started a paragraph-by-paragraph consideration of the first four sections of the Revised Chairman's Paper (A/CONF.19/PC/L.1/Rev.1), to identify problems and look for agreement.

Working Group 2 Co-Chairs Richard Ballhorn (Canada) and Ihab Gamaleldin (Egypt).




Tuvalu intervened on health and sustainable development, and asked for clarification on how a reference to implementing commitments made in the Declaration on the Agreement on Trade-Related Intellectual Property Rights and Public Health adopted in Doha would apply to non-WTO members





Regarding SIDS, the EU suggested language on developing additional guidance for SIDS within the CBD including the Jakarta mandate, making use of existing GEF focal areas. On health, the EU added language stating that poor health due to environmental causes is a serious constraint to sustainable development.

 




On health, Australia added language stating that health gain for the whole population requires poverty eradication

expressed reservations on the paragraph referring to establishing an open, transparent and participatory process at the global level, to examine issues related to the definition, identification and effective and adequate provision of global public goods.

On health and sustainable development, the US said poverty eradication and sustainable development both require and support good health of individuals and populations.

intervenes on health and sustainable development adding language to ensure consistency with reports of recent UN conferences and summits.
