Summary



On Wednesday, 1 June, OEWG10 convened in contact groups throughout the day.

In the morning, the Technical Matters Contact Group focused its discussion on the outstanding issues involving the interim e-waste technical guidelines (TGs) referred to it by COP12, namely: residual lifetime and age of used equipment; management of hazardous wastes from failure analysis, repair and refurbishment operations in developing countries; obsolete technologies, including cathode ray tubes; and the presence of hazardous components in used equipment.

The Legal Matters Contact Group finalized discussions on the draft decision regarding "providing legal clarity" with the insertion of proposed timelines for work on possible updates of Convention Annexes I, III, IV and IX. They also discussed the draft guidance on illegal traffic, and approved a revised draft decision on consultation with the Committee Administering the Mechanism for Promoting Implementation and Compliance (ICC).

In the afternoon, the Technical Matters Contact Group approved a draft decision and set of work plans on TGs for POPs wastes, and negotiated, line by line, a draft decision on e-waste. The Strategic Matters Contact Group revisited the draft decision text on the Cartagena Declaration on the Prevention, Minimization and Recovery of Hazardous Wastes and Other Wastes, and prepared revised text mentioning capacity building and technology transfer.
