Fourth Meeting
of the Conference of the Parties serving as Meeting of the
Parties to the Cartagena Protocol on Biosafety

for Friday, 16 May 2008

COP/MOP
4 mandates process towards adopting a legally binding regime
on liability and redress.
The closing
plenary convened at 3:00 pm, with the working group (WG) and
contact group (CG) Chairs reporting on the outcomes of their
decisions, respectively. Delegates resolved outstanding
bracketed text in
decisions on standards and identification regarding handling,
transport, packaging and identification (HTPI) of living
modified organisms (LMOs), and on socioeconomic
considerations; and adopted most decisions by the WG
and CG Chairs, including a decision on liability and redress. Plenary
was adjourned at 4:30 pm to allow for informal consultations
to resolve outstanding issues in decisions on: subsidiary
bodies, public awareness, education and participation, and
assessment and review. Plenary reconvened at 7:00 pm to adopt
outstanding decisions of WG II and the budget.

Contact Group on Liability and Redress. |

Budget group Chair Sem Shikongo (Namibia)
reported on the work of the budget group. He said that
the decision to draw on the Protocol’s reserve
allowed adopting a budget without increasing
countries’ assessed contributions. |

The decisions, as amended, were all adopted and the report of the meeting was adopted with corrections.
COP/MOP
4 rapporteur Deon Alexander Stewart (Bahamas)
reported on the proceedings.

CBD
Executive Secretary Ahmed Djoghlaf congratulated the parties, noting that all items on the agenda were addressed, and paid tribute to the
Chairs and Co-Chairs of working groups and contact groups. He thanked the government of Germany, the interpreters and local staff for their support of the conference.

|
JAPAN also congratulated parties for the success of the conference, applauded Germany for hosting
the meeting, and announced its offer to host the next COP-MOP in Nagoya.

deliberations and formed the a Friends of
the Chair Group on Liability and Redress. |

Co-Chairs

Nieto (Colombia) waved goodbye for a
successful conclusion to the Contact Group
on Liability and Redress. |
|
