LIST OF DEVELOPED COUNTRY PARTIES AND OTHER PARTIES WHICH VOLUNTARILY ASSUME THE OBLIGATIONS OF DEVELOPED COUNTRY PARTIES

Note by the Interim Secretariat

1. For the purposes of providing financial resources, the Convention states in article 20, paragraph 2, that the Conference of the Parties shall at its first meeting establish a list of developed country parties and other parties which voluntarily assume the obligations of developed country parties.

2. A note entitled "List of developed country parties and other parties which may voluntarily assume the obligations of developed country parties" (UNEP/CBD/IC/2/10) was prepared by the Interim Secretariat for the Intergovernmental Committee on the Convention on Biological Diversity at its second session.

3. The Committee further developed this list and recommended that it be submitted to the Conference of the Parties at its first meeting, as a basis for its discussion on this topic. Given the fact that many countries are in process of becoming parties to the Convention, the list established by the Committee is that of countries instead of parties only.

4. In order to set up the list referred to in article 20, paragraph 2, the Conference of the Parties may wish to consider the following list recommended by the Committee (see UNEP/CBD/COP/1/4, annex V).

5. Article 20, paragraph 2, states "Other Parties, including countries undergoing the process of transition to a market economy, may voluntarily assume the obligations of the developed country Parties." In proposing a set of countries which may assume the obligations of developed country parties, the Committee divided the list into two parts: (a) list of countries undergoing the process of transition to a market economy (List A) and (b) list of other parties which may voluntarily assume the obligations of developed country parties (List B) (see UNEP/CBD/COP/1/4, annex V). The Committee did not suggest any countries under List B.

6. The Conference of the Parties may wish to invite parties to indicate whether they would voluntarily assume the obligations of developed country parties.
