Late Breaking News from The Biodiversity Convention's COP-3

Updated 12 November 1996

COW Chair Currat
"Common ground" -- Committee of the Whole Chair Louis Currat urged delegates to seek to resolve their differences as working and drafting groups entered the late stages of negotiations.
Numerous working and informal drafting groups pushed Monday to complete negotiations on draft decisions, and the Committee of the Whole (COW) began consideration of the first of those decisions at an evening session. The Working Groups on finance, budget and work programme, and UN General Assembly special session met, as did informal groups on access to genetic resources and forests.

The informal negotiations on forests and biodiversity yielded an agreed text that calls for a focussed work programme on forests and biodiversity and attempts to define the roles of SBSTTA and the COP in relation to the Intergovernmental Panel on Forests (IPF) and other bodies. An annex to the draft provides COP-3's advice to the IPF.

Details of the day's discussions are in Tuesday's Earth Negotiations Bulletin. You can also download Tuesday's Earth Negotiations Bulletin in either text or PDF format.
