Late Breaking News from The Biodiversity Convention's COP-3

Malaysia was one of several delegations that spoke Tuesday on the CBD's financial mechanism
Day two of COP-3 began the substantive negotiations on two issues: the financial mechanism and agricultural biodiversity. Delegates discussed the authority of the CBD relative to the Global Environment Facility (GEF), the memorandum of understanding between the two bodies and whether the GEF's designation as the interim financial mechanism should be made permanent.

The initial discussion of agricultural biodiversity was followed by establishment of the first working group of what are expected to be numerous informal groups at COP-3. The agricultural biodiversity working group, chaired by Austria, continued discussions until late in the night. Details of these discussions are in Tuesday's Earth Negotiations Bulletin.
