Updated 7 November 1996

Heavy thunderstorms inundated streets and parks around Buenos Aires, as COP-3 delegates swept through a flood of issues in the Committee of the Whole
The Committee of the Whole completed its initial discussion of the financial mechanism, the CBD clearing-house mechanism, conservation and sustainable use, in situ conservation, and monitoring and assessment of biodiversity.

The agricultural biodiversity working group debated competing proposals for negotiations, establishing a contact group to resolve the differences, and a working group on financial issues was established, chaired by Iran's Mohamad Reza Salamat. Details of the day's discussions are in Thursday's Earth Negotiations Bulletin.
