Highlights from Tuesday, 30 October
On Tuesday morning, the Governing Body met in plenary to consider the funding strategy, including its implementation, the report of the Ad Hoc Advisory Committee, as well as the relationship with the Global Crop Diversity Trust.




In the afternoon, plenary addressed the work programme and budget for 2008/09, implementation of the Multilateral System (MS), the material transfer agreement (MTA) for non-Annex I crops, the Third Party Beneficiary, and compliance. The budget committee met in the evening.



Plenary:


Armenia, for the European Regional Group (ERG), suggested using funds arising from benefit-sharing for Annex I crops only, while making funds from other sources available for all crops.
 
Saulo Ceolin, Brazil, for the Latin America and the Caribbean Group (GRULAC), said the standard Material Transfer Agreement (MTA) should not apply to products from non-Annex I crops.

 
Mónica Martínez, Ecuador, for GRULAC, called for more policy guidance from the Governing Body to the Global Crop Diversity Trust (the Trust).
François Pythoud, Switzerland, cautioned against making decisions about the allocation of the Trust’s funds.
Javad Mozafari, Iran, for the Near East Region, called for an explicit elaboration of the relationship between the Trust and the Treaty.

Cary Fowler, Trust Executive Director, highlighted that the Trust has raised around 40% of the total funds required to accomplish its mandated goal.
Grethe Evjen, Norway, reported that the Svalbard Global Seed Vault will open and receive its first seeds in February 2008

   
M. W. Tawil, Syria, for the Near East Region, called for technical capacity building to support the Region’s gene banks.
Zahoor Ahmad, Pakistan, emphasized the need for funding to be directed to supporting Secretariat activities.
Gracian Z. Banda, on behalf of the Community Biodiversity Development and Conservation Network called for prioritizing implementation of farmers’ rights within the funding strategy.

Rolf Jördens, for the International Union for the Protection of the New Varieties of Plants (UPOV)


ITPGR Secretary Shakeel Bhatti consulting with members of the Secretariat.

 
Emile Frison, Bioversity International, for the Consultative Group on International Agricultural Research (CGIAR), reported on its activities to support implementation of the funding strategy.
Elizabeth Matos, Angola, for the African Group, underscored the obligation of developed countries to help implement the Treaty.

Malaysia called for guidelines on the specific steps a party needs to take to include material in the Multilateral System.

Canada, for the North American Group, supported the Advisory Committee’s recommendations on the funding strategy.
