Twelfth Meeting of the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA 12)

Highlights for Wednesday, 4 July 2007

On Wednesday, SBSTTA 12 participants convened in the Committee of the Whole in the morning to consider draft recommendations on the in-depth review of the application of the ecosystem approach (EA) and of the implementation of the Global Strategy for Plant Conservation (GSPC). Two working groups met in the afternoon to address the review of the Millennium Ecosystem Assessment (MA), Global Biodiversity Outlook (GBO), and biodiversity and climate change.

Review of Implementation of the Global Strategy for Plant Conservation

         
     
  On constraints for implementation, Hesiquio Benitez, Mexico (right), suggested defining the type of lacking data as being taxonomic and conservation-related, Leonard Hirsch, US (left), proposed including taxonomic capacity.  
         
     
  On the proposed new targets on climate change and nutrient loading, David Galbraith, Canada, proposed amendments stating that these issues be addressed during the implementation of existing targets.   On the development of the GSPC beyond 2010, Jean-Patrick Le Duc, France, preferred retaining the reference to considering new targets.  
             
       
  Girma Balcha, Ethiopia.   Abdelhakim Mihoubi, Algeria   Uwe Shippmann, Germany.  
             
       
  On the toolkit, Juanita Chaves, Colombia (left), suggested an additional point on the development of regional tools for the exchange of information and capacity building, Soumayila Bancé, Burkina Faso (middle), stated that the toolkit would also help enhance regional and subregional implementation, and Modibo Cissé, Mali (right), opposed subjecting the translation of the toolkit into all UN languages to availability of funds.  

Review of the Application of the Ecosystem Approach

             
       
  Ann-Christin Weibull, Sweden, opposed referring to the EA as an “evolutionary” process.   Nenenteiti Teariki-Ruatu, Kiribati, highlighted the cultural dimention of the ecosystem approach.   Alissa Takey, Federated States of Micronesia, proposed deleting text on the ecosystem approach being applied at different scales and under diverse circumstances.  
             
       
  Opposed by Peter Bos, the Netherlands (left) and Robert Lamb, Switzerland (right), Fernando Coimbra, Brazil (middle), favored deleting the incorporation of the Millennium Ecosystem Assessment findings into the application of the ecosystem approach.

Review of the Millennium Ecosystem Assessment

             
       
  Ben ten Brink, GBO 2 contributor, presented on policymaking to counter biodiversity loss, advocating an IPCC-type scientific and communication process for biodiversity.   Maria Schultz, Sweden, suggested establishing a scientific panel on biodiversity similar to the IPCC.   Marianne Schlesser, Belgium, requested the Executive Secretary to seek information from parties and stakeholders on MA findings for consideration at COP 9.  
             
       
  Fernando Gast, Colombia.   Robert Jensen, Denmark.   Gustavo Induni Alfaro, Costa Rica.  
         
     
  Neville Ash, UNEP-WCMC.   Joji Cariño, Tebtebba Foundation.  
 

WORKING GROUP II

Biodiversity and Climate Change

         
     
  Faizal Parish, Global Environment Center, presented on the global peatlands assessment.   Horst Korn, Germany, proposed integrating climate change considerations into the CBD work programme during upcoming in-depth reviews.  
             
       
  Ulf Molau, Sweden, suggested taking into account conclusions of the third IPCC assessment.   Martina Mlinaric, Slovenia, underscored the need to address the impacts of climate change response activities.   Joseph Aitaro, Palau, on behalf of the small island developing states, called for technology transfer and financial assistance targeted to SIDS.  
             
       
  Rocio Lichte, UNFCCC.   Secretary-General of the Ramsar Convention Peter Bridgewater   David Penman, GBIF.  

Biodiversity of Dry and Sub-Humid Lands

         
     
  Ole Hendrickson, Canada, questioned the level of data needed for a global assessment of status and trends in biodiversity in dry and sub-humid lands.   Andrew McDonald, Australia, questioned whether it is possible to clearly define sub-humid lands.
