Highlights for Thursday, 7 February 2002


Delegates to the second meeting of the Ad Hoc Open-ended Inter-Sessional Working Group on Article 8(j) and Related Provisions of the Convention on Biological Diversity met throughout the day in two sub-working groups. Sub-Working Group I (SWG-I) considered conference room papers (CRP) on draft recommendations for cultural, environ­mental and social impact assessments, and on the outline of the composite report on status and trends. Sub-Working Group II (SWG-II), which also met in an evening session, addressed CRPs on participatory mechanisms and an assessment of existing instruments, particularly those related to intellectual property rights. Sub-Working Group I


FIJI, discussing a reference on funding assistance in the draft recommendations for the conduct of cultural, environmental and social impact assessments, added a reference to developing, and least developed countries, emphasizing small island states.

Spain on behalf of the EU called for respecting the environmental rights of indigenous and local communities.


Chief Manuel, Neskonlith band, Shuswap Nation, Chairperson of the Interior Alliance
(Right) criticized attempts by Canada to delete references to traditional territories of indigenous peoples and free prior informed consent. He stated that indigenous peoples have been living in their lands for thousands of years in harmony with the environment, their inherent rights to land, their traditional knowledge and their special status have to be recognized on the national and international level.

 

Sub-Working Group II


During discussions on participatory mechanisms, the GEF noted the relevance of its policies on public involvement for indigenous and local communities and explained its eligibility criteria for project funding. Left photo (L-R): The GEF representatives Mario Ramos and Chona Cruz

During a break in the Sub-Working Group's discussions, a small contact group deliberates on appropriate language for the involvement of indigenous and local communities in the management of biodiversity conservation and sustainable use.
