Highlights for Saturday, 15 March 2008

The fifth session of the Open-ended Ad Hoc Working Group of Legal and Technical Experts on Liability and Redress (WGLR 5) in the context of the Cartagena Protocol on Biosafety convened on Friday for its fourth day of negotiations in Cartagena de Indias, Colombia.

During the morning delegates convened in two sub-working groups, one on settlement of claims and damage, focusing on definition of damage, valuation of damage and causation. The other, on the primary compensation scheme, addressed standard of liability and channeling of liability, the provision of interim relief and exemptions to or mitigation of strict liability.

During the afternoon, delegates met in plenary to consider a core elements paper presented by the Co-Chairs. The paper included four elements, including a legally binding primary compensation scheme (administrative approach), a non-legally binding primary compensation scheme (civil liability), supplementary compensation scheme, and capacity-building measures. Delegates were invited to ask questions for clarification on the details of the paper.


In the evening delegates attended a reception hosted by the Government of Colombia.
