Highlights for Tuesday, 18 March 2008

The fifth session of the Open-ended Ad Hoc Working Group of Legal and Technical Experts on Liability and Redress (WGLR 5) in the context of the Cartagena Protocol on Biosafety convened on Tuesday for its sixth day of negotiations in Cartagena de Indias, Colombia.

The 22-member Friends of the Chair group convened throughout the day and was open to observers. The group undertook a “first reading” of the core elements paper and exchanged views. In order to make progress, they agreed to delete elements that prejudged the outcome of the choice of instrument.

In the evening, delegates closed the meeting to observers, and began negotiating the core elements. As of 9:51 pm, the doors remained closed and those entering and exiting remained tight-lipped about progress. The group is expected to report to plenary Wednesday morning.
