The Second Meeting of the Ad Hoc Open-ended Working Group (OEWG) to Review and Assess Measures to Address the Global Issue of Mercury convened for its fourth day on Thursday, 8 October at UNEP headquarters in Nairobi, Kenya.

Delegates met in plenary throughout the day. During the morning session, delegates considered the capacity building, financial and technical support required to implement a mercury framework, and then turned their attention to the revised common elements of a mercury framework (UNEP(DTIE)/Hg/OEWG.2/CRP.9).

During the afternoon, delegates heard an address by UNEP Executive Director Achim Steiner. Steiner urged delegates to avoid presenting the UNEP Governing Council (GC) with an “either/or" option and said a framework should be agreed to make progress on mercury possible.

Later in the afternoon, delegates resumed discussion of the common elements and also heard an initial exchange of views on the draft report of the OEWG to be submitted to the UNEP GC (UNEP(DTIE)/Hg/OEWG.2/CRP.10)

Achim Steiner, Executive Director, UNEP, urged delegates to realize that the areas of disagreement over mercury, are a fraction of those on which delegates agree.
Babajide Alo (Nigeria) proposed using the Montreal Protocol's dedicated multilateral fund, as a model for mercury financing.
Angelina Madete (Tanzania) highlighted the need for capacity building in the areas of mercury management.
