Eighth meeting of the Chemical Review Committee (CRC 8) of the Rotterdam Convention on the Prior Informed Consent Procedure (PIC) for Certain Hazardous Chemicals and Pesticides in International Trade

Highlights for Tuesday, 20 March 2012
CRC-8 briefly convened in plenary on Tuesday morning to hear reports from the DGD drafting groups on: pentaBDE; octaBDE; and PFOS, its salts, and PFOSF.  Following this session, the Committee broke into drafting groups to continue revising the draft DGDs for these substances. 

Plenary resumed in the afternoon to begin CRC-8’s work on review of notifications of final regulatory action on two new candidate pesticides: dicofol and trichlorfon.

On trichlorfon, the Committee agreed that the criteria of Annexes II and III of the notifications submitted by the EU and Brazil were met, and established a contact group, chaired by Mirijam Brigitta Seng (Germany), to consider any outstanding issues related to the notifications. Chair Al-Easa proposed, and delegates agreed, that the group would be closed to observers after an hour to allow Committee members to begin drafting a rationale stating that the trichlorfon notifications meet Annex II criteria, as well as a work plan and timeline for the development of a DGD.   

On dicofol, the Committee agreed that the EU’s notification meets all of the criteria, but concluded that Japan’s notification does not meet the Annex IIb criteria. A drafting group, co-chaired by Peter Ombajo (Kenya) and Susan Collier (New Zealand), was established to prepare a rationale stating that the EU’s notification meets the Annex II criteria.
