Seventh session of the Intergovernmental Negotiating Committee (INC) for an international legally binding instrument for the application of the Prior Informed Consent
procedure for certain hazardous chemicals and pesticides in international trade

Monday, 30 October.

 

On the first day of INC-7, delegates met in morning and afternoon Plenary sessions. Participants discussed activities of the Secretariat and implementation of the interim PIC procedure, including the work of the Interim Chemical Review Committee.

 

Louise Fresco, Assistant Director-General of the FAO, underscored that INC-7 is a result of close collaboration and synergies between FAO and UNEP and stressed the ongoing need to meet interim PIC expenditures not covered by FAO/UNEP contributions.
Shafqat Kakakhel, Deputy Executive Director of UNEP. Expressing best wishes for a successful meeting on behalf of Klaus Töpfer, Executive Director of UNEP, Kakakhel thanked Switzerland and Italy for hosting the interim Secretariat and highlighted the benefits and ongoing spirit of cooperation between UNEP and the FAO.

Reiner Arndt, Chair of the Interim Chemical Review Committe, ICRC,reported on the recommendation to the INC on the issue of contaminants which refers to whether chemicals could be included in the PIC procedure on the basis of specified levels of contaminants, rather than the chemical itself.

 
Niek van der Graaff, FAO, noted the establishment, form and function of the ICRC through decision INC-6/2.

Jim Willis, UNEP Chemicals, outlined the Secretariat's activities during the interim period and the situation regarding extrabudgetary funds. He summarized work regarding, inter alia: compilation and circulation of information on designated national authorities (DNAs); circulation of decision guidance documents (DGDs); verification and circulation of final regulatory actions and inclusions of severely hazardous pesticide formulations; and notification of control actions under the original PIC procedure.
