CRC-10POPRC-10On Thursday, 30 October 2014, POPRC-10 convened for its final day. In the morning, participants heard reports from the various drafting groups that met the evening before. POPRC members adopted the draft risk profile on decabromodiphenyl ether (decaBDE) and agreed that BDE-209, a component of commercial mixtures of decaBDE is likely, as a result of its long-range environmental transport, to lead to significant adverse human health and environmental effects such that global action is warranted.

Later in the morning, the Committee deliberated whether to list pentachlorophenol (PCP), its salts and esters in Annex A or B of the Convention, with specific exemptions. Unable to reach agreement in the morning, an informal group of interested members met during lunch.

POPRC began its afternoon plenary by considering the assessment of alternatives to perfluorooctane sulfonic acid (PFOS) its salts and perfluorooctane sulfonyl fluoride (PFOSF). The Committee then adopted the decision that dicofol meets the Annex D criteria. Returning to PCP, the Committee agreed to a recommendation that the COP list PCP in Annex A of the Convention with a specific exemption for wood utility poles and cross-arms. The Committee also adopted a decision on the process for the evaluation of alternatives to PFOS, its salts and PFOSF. In light of these decisions, the Committee established three intersessional working groups, for dicofol, decaBDE and the guidance on PFOS alternatives, and restarted intersessional work on short-chained chlorinated paraffins.

Closing the meeting, Chair Moreira thanked participants for their hard work and wished them a “happy intersessional period.” She then gaveled the meeting to a close at 5:44pm.
