Fourth meeting of the Persistent Organic Pollutants Review Committee (POPRC-4) to the Stockholm Convention on Persistent Organic Pollutants (POPs)

Highlights for Monday, 13 October 2008
The fourth meeting of the Persistent Organic Pollutants Review Committee (POPRC-4) to the Stockholm Convention on Persistent Organic Pollutants (POPs) opened on Monday 13 October in Geneva, Switzerland. After adopting the agenda and agreeing on the organization of work, POPRC discussed conflict-of-interest procedures and heard presentations on toxic interactions between POPs and on experiences on decision-making for risk profiles.

In the afternoon, participants considered the draft risk profile on short-chained chlorinated paraffins (SCCPs), and agreed to establish a contact group on the issue chaired by Mohammad Aslam Yadallee, Mauritius. On the proposal to list endosulfan under the Convention, POPRC considered a submission by India and China. The submission urged POPRC-4 to refuse to consider the EC’s proposal to list endosulfan as the decision made at POPRC-3 to postpone discussion until POPRC-4 had not followed due procedure. After consultation with the Convention’s Legal Advisor and subsequent discussion, the Committee voted to consider the proposal. POPRC-4 then began assessing whether the proposal satisfies the criteria in Annex D (Information Requirements and Screening Criteria). A contact group, chaired by Ricardo Barra (Chile), was established to continue discussions.

Two side events were held, the first at midday on toxic interactions between POPs, and the second in the evening on results of the Society of Environmental Toxicology and Chemistry (SETAC) Workshop on science-based guidance for the evaluation of identification of persistent bioaccumulative toxic substances (PBTs) and POPs.

POPRC members and observers met in plenary throughout the day.
Marco Vighi, University of Milano-Bicocca, provided an overview of available models for estimating the combined effect of chemical mixtures.
Andrew Gilman, Sustainable Solutions International, discussed the findings of a review of ten risk profiles produced by POPRC.
At an evening side event, chaired by Robert Chenier, Canada (left), Derek Muir, SETAC (right), presented the results of the SETAC workshop on science-based guidance for the evaluation and identification of PBTs and POPs.
