Eighth Meeting of the Persistent Organic Pollutants Review Committee (POPRC-8) to the Stockholm Convention on Persistent Organic Pollutants (POPs)

Highlights for Wednesday, 17 October 2012
On Wednesday, 17 October, POPRC-8 opened with a discussion on the work programme on BDEs and PFOS, its salts and PFOSF and the evaluation of the implementation of the Stockholm Convention for those chemicals, focusing on both the form and process for reporting. The Committee then heard reports regarding plans by the Open Ended Working Group (OEWG) of the Basel Convention to develop technical guidance for wastes containing POPs. It also discussed linkages with the Rotterdam Convention's Chemicals Review Committee (CRC), including a proposal for back-to-back POPRC/CRC meetings in October 2013. Lastly the Secretariat presented an overview of activities undertaken to facilitate information exchange on POPs alternatives and POPs in articles, including a publication on POPs listed in the Convention in 2009.

In the afternoon the Committee discussed a conference room paper (CRP) on a draft approach to the consideration of toxicological interactions when evaluating chemicals proposed for listing. It was decided to recommend the general guidance offered in the CRP to those drafting risk profiles for new candidate chemicals to use on a voluntary basis, and then revisit the issue later, after gaining some experience from its application on specific examples.

The Committee approved the draft risk profiles for di- to octa-CNs and HCBD and established intersessional working groups to draft risk management evaluations for these chemicals. The Committee then approved the intersessional work plan for CNs, HCBD and PCP.

POPRC discussed the draft decision text for HBCD, particularly the scope of a possible specific exemption. There was also an initial and lively discussion on whether to move SCCPs to Annex F, to formally set the chemical aside, or to informally wait until more information is available. Both HBCD and SCCPs will be discussed further tomorrow.

In the evening, contact groups met on alternatives to PFOS in open applications and on climate change and POPs, while a Friends of the Chair Group met on HBCD.
