The 17th meeting of the Plants Committee (PC17) of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) was opened by David Morgan, on behalf of CITES Secretary-General Willem Wijnstekers, underscoring the importance of timber issues and the need for the PC to contribute with scientific added value to the management of these resources, particularly by discussing non-detriment findings (NDFs) rather than engaging non-scientific issues. The PC elected by acclamation Margarita Clemente (Europe) and Greg Leach (Oceania) to be Chair and Vice-Chair of PC17, respectively.

PC Chair Margarita Clemente emphasized the CoP14 resolution regarding the CITES Strategic Vision for 2008-2013, highlighting the importance of: contributing to the United Nations Millennium Development Goal (MDG) of reducing biodiversity loss by 2010; promoting transparency in the development of conservation policies; promoting cooperation among international organizations concerned with biodiversity and trade; and developing a science-based approach to enhance the sustainability of international trade. Chair Clemente underscored the role of the PC to provide clear scientific support to the CoPs, other CITES committees and the Secretariat. She summarized the recommendations that need to be made by PC, including on timber resources, review of annotations, and the preparation of guidelines for NDFs.

The PC established nine working groups: three to tackle annotations for Cactaceae and other taxa, orchids and tree species; three to address NDFs regarding timber species broadly, medicinal plants and argawood-producing species; one on the review of significant trade (RST); and one on the periodic review of plant species included in the CITES Appendices; and one on hybrids and cultivars.
