			To Amend or Not To Amend Delegates debated an amendment proposed by Pakistan (above) that would remove Turkey (below, center) from Annexes I and II, the lists of countries obligated to the Climate Convention's original and funding commitments. Luxembourg, for the EU (below right) argued that Turkey's status should not be changed until delegates agreed whether to create a "special regime" for Turkey, Korea (below left) Mexico and other relatively developed countries in a possible Kyoto protocol.
