The US Speaks, The World Responds

The US submitted its proposal to return to 1990 emissions in a budget period between 2008 and 2012 and reductions thereafter. Amb. Mark Hambley (above center) prepared to make the U.S. statement in the closed negotiating session on emissions reductions. Environmental NGOs had harsh reactions. Greenpeace International's Bill Hare (above left) said loopholes would allow significantly increased emissions. Atiq Rahman of Climate Action Southeast Asia (above right at center) called it a sad day for the planet, while the Worldwide Fund for Nature's Andrew Kerr (above right at right) called President Clinton a poor doctor ignoring his own diagnosis of the planet's ills.
