Russia One World, One Big Bubble
Russia proposed that all countries could share a single, agregate target to reduce emissions by a given volume, with each Party declaring its share in absolute numbers, not percentage terms. He said his proposal extended the EU "bubble" concept, a single emission reduction shared among a group of countries, to all potential developed country parties to a Kyoto Protocol.
