Non-group chair Bo Kjellén (left) told an NGO briefing that his group, which is negotiating parts of the emissions limitations text, planned to "polish texts and narrow differences so that elements are relatively easier to fit into a final agreement at Kyoto." AGBM chair Raúl Estrada-Oyuela said that the repetition of old arguments in one group seemed like a "time machine" to negotiations 30 years ago. Developing and developed countries refusal to negotiate on issues such as technology transfer, he said, were "totally nonsense."
