A View of the Eiffel Tower in Paris

The 18th Working Group of the Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants (CCAC) will meet in Paris, France, from 20-21 September 2016 to: share knowledge among Partners on CCAC initiatives focusing on quantifiable emission reduction results/potential, tools and implementation; increase engagement of Partners in initiatives; and agree on the focus and outcomes of the November 2016 High-Level Assembly (HLA) that will be held on the margins of the 22nd session of the Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC COP22) in Marrakesh, Morocco.

The working group will focus on a ‘two target’ approach to promote both near-term and long-term targets for countries, including through nationally determined contributions (NDCs) and Sustainable Development Goal (SDG) implementation, with the aim of identifying messages and opportunities for ministerial engagement during the HLA.

Partners will also discuss ways the CCAC can catalyze more action and scale up policy work on black carbon, and opportunities for ministerial engagement. Regarding CCAC initiatives, the Diesel Initiative and the Oil and Gas Initiative will receive particular attention in plenary sessions, while breakout groups will discuss initiatives on: household energy; bricks production; agriculture, waste, hydrofluorocarbons (HFCs) and ‘Supporting National Planning for Action on SLCPs (SNAP)’. The ‘Breathe Life’ campaign and regional assessments will also be discussed in breakout groups. Furthermore, the working group will: hear a briefing on the Finance Initiative; discuss efforts to access Green Climate Fund funding; and agree on a draft HLA agenda and on messages for a possible communiqué. Finally, the working group will discuss CCAC governance issues, namely related to: changes to partnership and process; the CCAC Trust Fund; Scientific Advisory Panel (SAP) renewal process; and CCAC Steering Committee participation.

The CCAC is a voluntary international coalition of governments, international organizations and non-governmental organizations, which aims to: reduce emissions of short-lived climate pollutants (SLCPs), such as black carbon, methane and HFCs, which are responsible for a substantial proportion of greenhouse gases in the atmosphere and, thus, warming; promote food and energy security; and address near-term climate change.
