Highlights for Wednesday, 2 April 2008

On Wednesday, the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWGLCA) continued discussions on the work programme in an informal plenary and drafting group. In the morning and afternoon, the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG) held an in-session workshop on means to reach emission reduction targets, focusing on land use, land-use change and forestry (LULUCF) as well as sectoral approaches.

Li Ting, China, said the shared vision should emphasize the principles of the Convention. Jan Adams, Australia, proposed an in-session IPCC presentation on relevant work from the AR4.

Roger Lincoln, New Zealand, supported dealing with the global goal early on. Joanne Yawitch, South Africa, underscored the need for international incentives for developing country action.

Thelma Krug, Brazil, warned that simplification of CDM rules to account for LULUCF activities may sacrifice environmental integrity. Madeleine Sarr, Senegal, highlighted the linkages between Africa’s participation in the carbon market and the role of forestry in future commitment periods.

Tatsuya Watanabe, Japan, presented on national experiences, highlighting policies and measures to enhance sinks which are broadening participation and utilization of products and biomass. Li Liyan, China, said major modifications, especially to developed countries’ caps to the Marrakesh Accords should not be made in the second commitment period. Sergey Tulinov, Russia, supported adopting simpler, more efficient inventory procedures for forest resources.

During the breaks, delegates can enjoy the lush tropical garden in the conference center.
