Highlights for Tuesday, 11 August 2009

Throughout Tuesday, several informal groups under the AWG-LCA and the AWG-KP met to discuss issues including technology and capacity building, finance, mitigation, Annex I parties’ emission reductions, potential consequences, LULUCF and flexibility mechanisms.

AWG-LCA: Informal group on technology and capacity building

Rezaul Karim, Bangladesh, suggested prioritizing items that can be fast-tracked.

AWG-LCA: Informal sub-group on mitigation under paragraph 1(b)(iv) of the Bali Action Plan
The session was facilitated Farrukh Khan (Pakistan) and Florian Vladu, UNFCCC Secretariat.
Karine Hertzberg, Norway, suggested that the International Maritime Organization (IMO)and the International Civil Aviation Organization (ICAO) update the group on recent activities.
AWG-LCA informal group on finance
On sources of funding, Jonathan Pershing, US, stressed the role of private sources in generating the scale of financing needed.
Bernarditas Muller, the Philippines for the G-77/ China, highlighted the accountability of the financial mechanism to the parties.
Michael Martin, Canada, highlighted the need to catalyze private financial flows and investment.
AWG-KP: Informal Group on other issues (Mechanisms)
On multiplication and discount factors under the CDM, India preferred no decision.
On modalities for treatment of CDM projects upon graduation of host parties, Australia supported addressing the issue.
Japan supported retaining text on improving access to CDM projects by specified host parties.
On promoting co-benefits for CDM projects, Kuwait supported taking no decision.
On modalities for treatment of CDM projects upon graduation of host parties, Brazil stressed that the proposal would require an amendment to the Protocol. L-R: Leandro Waldvogel Giraldelli and José Domingos Gonzalez Miguez.
