COP 11 and COP/MOP 1 High-Level Segment Begins

On Wednesday, the joint COP 11 and COP/MOP 1 high-level segment began, with statements in plenary from 48 ministers and other high-level government officials, and from eight heads of UN bodies and specialized agencies. Delegates also convened for informal consultations on several outstanding issues, reaching agreement on compliance and on the report of the CDM Executive Board. Informal discussions continued on Protocol Article 3.9 (future commitments) and the way forward under the UNFCCC. High-Level Segment


Louise Fréchette, UN Deputy Secretary-General, said all industrialized countries need to intensify their efforts, thus paving the way for action in the developing world.

Richard Kinley, UNFCCC Acting Executive Secretary, underscored the need to increase financial support for developing countries, particularly LDCs.

Paul Martin, Prime Minister of Canada, said developing countries will suffer the most from climate change and urged developed countries to meet their responsibilities.

Prime Minister Martin's remarks received a standing ovation.

Michel Jarraud, Director-General of the World Meteorological Organization, highlighted the value of climate monitoring and research that involves national meteorological services and developing countries.

José Antonio Ocampo, UN Under Secretary-General for Economic and Social Affairs, recalled the 2005 World Summit's conclusions and emphasized the need to integrate climate and development policies.

Klaus Töpfer, Executive Director of the UN Environment Programme, urged faster and deeper cuts in greenhouse gas emissions.

Speaking for the G-77/China, Dean Peart, Jamaica, noted the high toll from recent extreme weather events.

Speaking for the EU, Romania and Bulgaria, Margaret Beckett, UK, noted an expected additional 1.3% reduction by 2010 over the EU's 8% Kyoto Protocol target.

Paula Dobriansky, US, said that all countries must be included in combating climate change, and highlighted the value of bilateral and multilateral partnerships.

Batt O'Keefe, Ireland, supported launching a post-2012 process at this conference.

José Luis Luege Tamargo, Mexico, stressed the principle of common but differentiated responsibilities.

Jae Yong Lee, Republic of Korea, said the principles of the UNFCCC should serve as the foundation for the post-2012 negotiation process.

Sigmar Gabriel, Minister for the Environment, Nature Conservation and Nuclear Safety, Germany, Richard Kinley, Officer in Charge, UNFCCC Secretariat, and Jose Antonio Ocampo, UN Under Secretary-General, signed an MOU between the UN and the government of Germany.

After informal consultations, the contact group on the report of the CDM executive board forwarded a Co-Chair's draft decision to COP/MOP 1.

The contact group on compliance forwarded a draft decision to COP/MOP 1 for adoption.

Canadian singer-songwriter Bruce Cockburn entertained participants in the high-level session.
