"I am the Lorax, I speak for the trees" at COP-11
On Tuesday, delegates convened in SBI and SBSTA plenary meetings and in
contact groups. SBI considered the financial mechanism and other
financial, administrative and institutional matters, as well as capacity
building under the UNFCCC and under the Kyoto Protocol, and
implementation of UNFCCC Article 4.8 and 4.9 (adverse effects). SBSTA
discussed research and systematic observation, cooperation with relevant
organizations, methodological issues under the Kyoto Protocol, and
technology transfer. Contact groups also began their work, with meetings
in the evening on the financial mechanism, mitigation, adaptation and
Annex I communications. Above: Beatrice Ahimbisibwe, Uganda, Ole Petenya

press conference to support agenda item #6, a proposal from Papua New
Guinea and others on approaches to reducing emissions from deforestation
in developing countries.

SBI is chaired by Thomas Becker, Denmark, with Janos Pastor as Coordinator.

Richard Hosier, GEF, summarized the GEF report to the COP.
|
Speaking for the G-77/CHINA, Bernarditas Muller, Philippines, underlined
"grave concerns" on matters relating to the financial mechanism.

Philip Weech, UNFCCC Secretariat, noted that discussions on
operationalizing the SCCF would proceed based on the draft text from
SBI 22.

SBSTA is chaired by Abdullatif Benrageb, Libya, with Halldor
Thorgeirsson as coordinator.

Paul Mason, GCOS, presented a report on the Global Climate Observing
System.

Peter Bridgewater, Ramsar Convention Secretariat, stressed the
influence of wetland management on climate change.

John Latham, GTOS, presented a report on the Global Terrestrial
Observing System.
