Highlights for Saturday, 1 December 2012

Development and Climate Days (D&C Days) and Adaptation Practitioners Days (APD) at COP 18 opened at the Ezdan Hotel and Suites in Doha, on Saturday, 1 December 2012. The two events are held in conjunction this year, with the main D&C events held on Saturday morning and Sunday afternoon, and APD events held on Saturday afternoon and Sunday morning.

The D&C Days event is focused on innovative approaches and incisive dialogue for climate-smart development. It opened in the morning with a "speed-networking" session for participants, followed by a "D&C game" to encourage participants to think about the cost, value, and use of early warning information in development decisions. This was followed by four sub-groups on integrating climate services into climate-smart development; mechanisms of social exclusion and how to address them; climate financing at the sub-national level; and loss and damage.

APD focused on bringing the experience of concrete adaptation actions from the field, to address the question "what is adaptation in practice". The event opened in the afternoon with introductory remarks from the organizers, sponsors and representatives from other international organisations, followed by two parallel sessions on "Adaptation in Africa and the Middle East" and "Adaptation in Asia".

Climate, Disasters and Development – Innovative Learning and Dialogue Session


In the "D&C game" each table represents a continent or region in which a trio of actors – national decision makers, provincial governments and donors – have to make decisions on whether to invest some of their allocated resources (beans) in disaster preparedness. At each round, the roll of the dice determines whether a player is affected by flooding, and new unexpected elements (such as climate change impacts) are introduced as the game advances. Players use beans to pay for disaster preparedness and risk reduction, or damages. The ‘winner’ is the actor who retains as many beans as possible at the end of the game to support development, while losers hold the largest number of red stones (humanitarian crises). “It’s all about working out the probability of a disaster,” said Ruth Mitei (third from right), admitting
that her recent participation in a scenarios workshop helped make the right decisions and win the game.




“Access to information and climate services is the answer,” said Arame Tall (left), who said investing in the “transparent cup” representing meteorological information and early warning (it allowed participants at the table to see which way the dice falls) was key to making the right decisions.
“Early preparedness and adaptation didn’t keep me safe from a crisis. Maybe with a transparent cup I would have been able to make more informed risk calculations.”

"We didn’t invest in disaster risk reduction – in the end it’s a matter of risk aversion. The donor also helped because he gave each actor some beans," concluded Selina Maenzanise (middle).
