The lack of necessary technologies, appropriate institutions and financial resources were highlighted as constraints to the implementation of the Convention in developing countries. Several developing Parties said the transfer of envi­ronmentally-sound technologies (ESTs) was the only way to guar­antee that developing countries will not develop unsustainably. A number of Parties ruled out nuclear power technology as an option, stating that this raised issues of end-waste disposal and was not sustainable.
