Several non-Annex I Parties reported on progress in preparation of their national communications. They highlighted difficulties due to insufficient financial resources to meet the “agreed full costs” in preparing their national communications and delays in receiving support from the Global Environment Facility (GEF). They stressed the need for continued financial support to assist Parties in preparing their second national communications.
