Meaningful participation by developing countries

Many Parties noted the need for global participation. Some developed countries stated that a possible way to make all countries limit their greenhouse gas emissions would be to agree on increasing global participation after the first commitment period. A number of developing countries said that, at the appropriate time, it will be necessary for all countries to participate formally in the effort to reduce greenhouse gas emissions. The US linked ratification of the Kyoto Protocol to meaningful participation by key developing countries.
