Voluntary commitments

Several Parties commented on the question of voluntary commitments for developing country Parties. Argentina announced that it had adopted a voluntary target to reduce its greenhouse gas emissions by 2 to 10% below “business-as-usual” by the 2008 - 2012 period. It noted that it does not intend to abandon its status as a non-Annex I Party. While some Parties welcomed this initiative, others said the issue was being used as an excuse to delay progress by Annex I Parties. Some argued that voluntary commitments should be based on economic incentives.
