On Saturday, 10 April, participants continued to hear expert presentations on the validation, verification and certification of Clean Development Mechanism (CDM) projects. Expert presentations were also given on emissions trading, focusing on the design of an international framework for emissions trading. In particular, many speakers discussed verification, reporting and accountability issues. Each session was followed by a question and answer session.

CDM

Jayant Sathaye (LBL) discussed guidelines for monitoring, evaluation, reporting, verification and certification of energy-efficiency projects for climate change mitigation.

Harris Gleckman, DESA UN, focused on the current practices and procedures for standard setting in the UN system and the ISO RealAudio of Mr. Gleckman's presentation

EMISSIONS TRADING

Erik Haites provided an introduction to key issues on emissions trading. RealAudio of Mr. Haites's introduction

Jan Corfee-Morlot, OECD, presented "Monitoring, reporting and and review under the Kyoto Protocol".

Annie Petsonk, Environmental Defence Fund, discussed monitoring, reporting and review in emissions trading. RealAudio of Ms. Petsonk's presentation

Peter Bohm, Stockholm University, focused on emissions trading related to the Kyoto Protocol, including market power, supplementarity and hot air.

Michael Grubb, Royal Institute of International Affairs (RIIA) considered liability, supplementarity and other issues in emissions trading. RealAudio of Mr. Grubb's presentation

Edward Helme, Center for Clean Air Policy (CCAP), discussed registries as a basic building block for the success of the Kyoto Protocol.

Frank Joshua, UNCTAD, outlined UNCTAD’s launching of a plurilateral GHG emissions trading system. RealAudio of Mr. Joshua's presention

Nick Aldridge, International Petroleum Exchange, discussed the role of exchanges as relates to GHG emissions trading.

Garth Edward, Natsource, focused on transactions and the role of the broker in the GHG market.

THINGS TO LOOK FOR:

On Monday, governments will present their proposals on the Kyoto mechanisms in the morning. In the afternoon participants are scheduled to break into working groups to discuss the CDM and Article 6.
