On Monday morning, delegates participated on a plenary session on trends in the global energy scenario, moderated by Altino Ventura, Secretary for Energy and Energetic Planning and Development, Ministry of Mines and Energy, Brazil. Thomas Stelzer, Assistant Secretary-General for Policy Coordination and Inter-Agency Affairs, Department of Economic and Social Affairs (DESA) underlined the importance of increasing access to energy, which underpins the ability to achieve sustainable development and the Millennium Development Goals (MDGs). Anil Kane, President, World Wind Energy Association, said wind power installed capacity is projected to reach 160000 MW over the next three years. Angus Friday, Chairman of the Alliance of Small Islands States (AOSIS), noted that climate change is a key driver to policy and actions towards renewable energy.
On Monday afternoon, there were two plenary sessions, one on linkages between climate change, energy security and renewable energy, and one on market conditions for renewable energy versus fossil fuels. The sessions were moderated by Rodney Smith, World Business Review, BBC. Stephen Karekezi, Director, African Energy Policy Research Network, said the rationale for renewables in Africa is security and the possibility for a new growth in the industry sector. Katja Lautar, State Secretary, Government Office for Growth, Slovenia, underscored the need to restrain energy consumption as quickly and cost effectively as possible. Jaume Margarit, Director for Renewable Energy, Institute for Energy Saving and Diversification (IDAE), Spain, emphasized the need for energy efficiency. José Domingues Miguez, Ministry of Science and Technology, Brazil, stressed the unequal geographic distribution of greenhouse gas emissions per capita. Nebojsa Nakicenovic, International Institute for Applied Systems Analysis (IIASA), said the energy debate should be framed in terms of sustainable energy versus non-sustainable energy.
