Na manhã de segunda-feira, os delegados participaram de uma sessão plenária sobre as tendências do cenário global de energia, moderada por Altino Ventura, Secretário de Planejamento e Desenvolvimento Energético, Ministério das Minas e Energia, Brasil. Thomas Stelzer, Assistente do Secretário geral para assuntos de coordenação e Inter- Agência, Departamento das Nações Unidas para Assuntos Econômicos e Sociais, sublinhou a importância de expandir o acesso à energia, que é um pré-requisito para se alcançar o desenvolvimento sustentável e os Objetivos de Desenvolvimento do Milênio (ODMs). Anil Kane, Presidente da Associação Mundial de Energia Eólica, disse que a capacidade instalada de geração de energia eólica está projetada para atingir 160000 MW durante os próximos três anos. Angus Friday, Presidente da Aliança dos Estados das Pequenas Ilhas, notou que a mudança climática é uma importante força para incentivar políticas e ações para a energia renovável.
Na tarde de segunda-feira, houve duas sessões plenárias, uma chamada “Conexões entre a mudança climatica, segurança energética e energia renovável,” e outra chamada “Condições do mercado para energia renovável versus combustíveis fósseis.” As sessões foram moderadas por Rodney Smith, BBC. Stephen Karekezi, Diretor da Rede Africana de Pesquisa sobre Política Energética, disse que a base racional para a promoção de energias renováveis na África é segurança e a possibilidade de um novo crescimento para o sector industrial. Katja Lautar, Secretária de Estado, Agência de Governo para o Crescimento, Eslovênia, destacou a necessidade de conter de forma rápida e rentável o consumo de energia. Jaume Margarit, Diretor para Energia Renovável, Instituto para a Economia de Energia e Diversificação (IDEIA), Espanha, enfatizou a necessidade de se promover ouso eficaz da energia. José Domingues Miguez, Ministério da Ciência e Tecnologia, Brasil, destacou a desigual distribuição geográfica de emissões per capita dos gases causadores do efeito estufa. Nebojsa Nakicenovic, Instituto Internacional para Análise de Sistemas Aplicados (IIASA), disse que o debate da energia deve ser moldado nos termos de energia sustentável versus energia não-sustentável.
