Seventieth session of the UN Economic Commission for Europe Committee on Housing and Land Management 23-25 September 2009 | Geneva, Switzerland   Daily web highlights+ Wednesday, 23 September | Thursday, 24 September | Friday, 25 September Highlights for Thursday, 24 September 2009 Thursday’s session was chaired by Doris Andoni, Chair of the UNECE Commission on Housing and Land Management (CHLM). Marco Keiner, Director of the UNECE Environment, Housing and Land Management Division, expressed his appreciation for the quality of the discussions during Wednesday’s seminar on climate neutral cities. Delegates then discussed matters arising from the 63rd UNECE session, which was held from 30 March to 1 April 2009 in Geneva, Switzerland. They also addressed the work of the Bureau and of the Housing and Urban Management Advisory Network (HUMAN), hearing a detailed report from Chair Andoni on these matters. Meeting rapporteur Martti Lujanen summarized the outcomes of the seminar on climate neutral cities, after which delegates discussed ways to integrate the results of the seminar into the CHLM’s work. Delegates also reviewed the implementation of the CHLM programme of work for 2008-2009 and the draft programme of work for 2010-2011. Several items were addressed under this agenda item: country profiles; improvement of urban environment performance; land registration and land markets; housing modernization and management; and monitoring of implementation. A number of country representatives reported on workshops held in their countries, including on homelessness, energy efficiency in housing, and multi-family housing. Stephanie Jane Bamford, Housing and Urban Management Advisory Network (HUMAN), reported on the Network’s activities and membership changes. Meeting rapporteur Martti Lujanen summarized the outcomes of Wednesday’s seminar on climate neutral cities.   Janja Kreitmayer McKenzie, Slovenia, supported by the European Environmental Agency (EEA), noted the need to include reductions of emissions from buildings in national emissions reductions plans. Svetlana Ristic, Serbia, supported by the Czech Republic, called for inclusion of rules or guidance for self-builders, at a non-governmental level of complexity.   Wolfgang Foerster, Austria Elena Szolgayová, Slovakia Anca-Diana Barbu, European Environment Agency (EEA), called for work on the meaning of energy standards in different countries.   Alena Rakava, Belarus, reported on progress since the finalization of the country profile. Azer Khanlarov, Azerbaijan, presented the results of a fact-finding mission and noted further work on the establishment of legal informal settlements and on building safety. Natia Jokhadze, Georgia, reported on the launching of her country's profile, and on progress in the country, noting recent difficulties in implementation due to political unrest.   Dusica Trpcevska-Angelkovic, The former Yugoslav Republic of Macedonia, supported by Serbia, called for work on climate neutral “settlements.” Narynbek Isabekov, Kyrgyzstan, elaborated on steps taken by his government with regard to housing and land management, including establishing linkages with the private sector. Abduvali Komilov, Tajikistan, elaborated on the state of the national housing sector, noting geophysical challenges and large differences between cities and mountainous areas.   Damir Pahic, Chair of the 6th session of the Working Party on Land Administration (WPLA), reported on WPLA activities. Niels Lindhart Johansen, Denmark, called for making energy efficiency a mandatory theme in all country profiles. Karel Willem Valk, the Netherlands   Gunnar Sveri, Norway, reported on the workshop on homelessness held on 18-19 May 2009 in Oslo, Norway.
