Highlights for Monday, 10 November 2008

The Ad hoc Intergovernmental and Multi-Stakeholder Meeting on an Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) opened on Monday, 10 November 2008 in Putrajaya, Malaysia. Participants heard opening statements in the morning, followed by the consideration of a concept note for an IPBES in the afternoon. The meeting, which will continue through Wednesday 12 November, is expected to adopt a recommendation to the UNEP Governing Council on the establishment of an IPBES.

Jochen Flasbarth, on behalf of the German COP president, said that the 2010 Biodiversity target to significantly reduce the rate of biodiversity loss will not be met because of inadequate decision making, due to lack of adequate scientific information for decision makers and the private sector.
Achim Steiner (UNEP Executive Director) urged participants to agree on a clear articulation of the purpose and rationale of creating a platform before deciding on its form.

Hamid Zakri (Director of the Institute for Advanced Studies, UNU) said it is imperative for the scientific and political communities to be engaged in a true dialogue.
Valérie Pécresse (Minister of Higher Education and Research, France) reiterated her country’s commitment to supporting the new mechanism and conveyed France’s offer to host the IPBES secretariat.
Datuk Douglas Uggah Embas (Minister of Natural Resources and Environment, Malaysia) officially opened the meeting, calling for a holistic and multidisciplinary approach that includes traditional knowledge and helps countries strengthen their capacity to guide policies.
In the afternoon, delegates considered a revised concept note on an IPBES. Many delegates and participants recognized the need for strengthening the science-policy interface and stressed that an IPBES should: complement and not duplicate the work of existing MEA subsidiary bodies; and provide policy-relevant but not policy-prescriptive advice. Several delegates cited the negative impacts of biofuel production as an example for an area in which an IPBES could have delivered an early warning and provided information for better policy making.
