Highlights for Thursday, 4 March 2010

On Thursday, 4 March 2010, participants met to consider aid effectiveness and the environment. Participants convened in morning plenary to discuss country systems as a key element of the aid effectiveness agenda and the capacities needed for integrating environment into national budgetary and national planning processes.

After lunch, participants gathered to discuss developing capacities for integrating environment in national processes and undertake panel discussions on the role of donors in supporting capacity development for environment. Participants also heard presentations on the challenges and opportunities of climate adaptation finance for the strengthening and use of country systems, before gathering in groups to discuss how to support country systems in the face of increased financing for climate change adaptation.

Themba Kalua, UNEP, chaired the session on the roles of donors in supporting capacity development for environment.

Simon Le Grand, EC, on joint integrated environmental assessments, said the objective of pilot projects is to develop and test the process and method for elaborating country environmental profiles.

Nelly Petkova, OECD, stressed more capacity is needed for monitoring natural resource degradation, pollution levels, and environmental quality standards.

Dirk Dijkerman, US Delegate to the OECD Development Assistance Committee (OECD-DAC)

Yona Kamphale, Director of Economic Planning, Malawi, stressed the need to increase aid effectiveness through the use of country systems in the coordination and delivery of development assistance.

Maria Berlekon, Swedish International Development Cooperation Agency (SIDA), presented on how donors can support

Howard Standen, DFID, outlined the UK compact approach to climate financing, which is based on principles of subsidiarity, shared governance, efficiency and effectiveness.

Saulos Nyirenda, Ministry of Finance, Malawi, stressed the critical challenge of greening procurements, undertaking internal audits, improving financial management, and feeding lessons from public expenditure reviews into the next budgetary sessions.
