International Conference on Renewable Energies in Africa - Making renewable energy markets work for Africa: policies, industries and finance for scaling up

The International Conference on Renewable Energies in Africa continued on Thursday, 17 April, with two plenary sessions in the morning and two sets of parallel sessions in the afternoon.

The first plenary session addressed the theme “renewable energy technology transfer and development.” Participants heard presentations on: criteria for the successful dissemination of renewable energy in Africa; South-South cooperation for solar technology transfer; biogas technology development under the Biogas for Africa Project and a national programme in Uganda; renewable energy technologies for industrial applications; and lessons in technology development and innovation and implications for scaling up renewable energies.

The second plenary session addressed the theme “capacity building and research and development for renewable energy markets in Africa.” Participants heard presentations on: criteria for successful capacity development in Africa; capacity-building activities by the African Energy Commission, the Renewable Energy and Energy Efficiency Partnership, and the African Rural Energy Enterprise Development Initiative; the importance of capacity building for scaling up renewable energy development; and e-learning.

In the afternoon participants convened in four parallel sessions on the theme “technologies,” namely: biomass and biofuel technologies in Africa; solar energy and wind; hydropower and geothermal; and strategies for scaling up energy efficiency in industry, including in small- and medium-sized enterprises.  These sessions were followed by two further parallel sessions under the theme “investment and financing for scaling up renewable energy in Africa,” namely: mobilizing international finance; and financing of small- and medium- scale renewable energy services and rural electrification.

Plenary Sessions
Session 1: Renewable Energy Technology Transfer and Development

Chudi Ukpabi, Biogas for Better Life Africa Initiative, said this Initiative aims to install two million biogas plants over 10 years.

Jean Philippe Thomas, Environment and Development in the Third World (Enda-tm).

Albert Rugumayo, Ministry of Energy and Mineral Development, Uganda, highlighted the potential of biogas development in schools, noting that bio-latrines can improve environmental conditions while reducing energy costs.

Pradeep Monga, UN Industrial Development Organization, noted the benefits of renewable energy, including mitigating climate change and addressing rising oil prices.

Abeeku Brew-Hammond, Kwame Nkrumah University of Science and Technology, Ghana, highlighted that technology diffusion is successful when it builds on established: industries; links to financial institutions; and skills in the labour force.

Session 2: Capacity Building and Research & Development for Renewable Energy Markets in Africa
Youba Sokona, Sahara and Sahel Observatory.

John French, Renewable Energy and Energy Efficiency Partnership (REEEP), highlighted assistance for African governments on energy planning, and a capacity-building manual by REEEP and UNIDO on regulation and policy-making in Africa with case studies, analyses and examples.

Sécour Sarr, Enda-tm.

Minoru Takada, UN Development Programme, stressed that energy services are not reaching people in Africa, and that the number of people without access to clean cooking fuels is projected to increase to 720 million by 2030.

Anna Moreno, Italian National Agency for New Technologies, Energies And the Environment, said education will help to ensure that future decision makers develop informed policies regarding renewable energy and sustainable development.
