The UN Economic Commission for Europe's (UNECE) Committee on Housing and Land Management (CHLM) met in Geneva for the second day of its 71st session. On improving urban environmental performance, CHLM: approved the outline of the study on climate neutral cities; heard case studies on municipal efforts to cut carbon emissions; and heard a report on a May 2010 workshop on effective urban planning.

Regarding land registration and markets, the Working Party on Land Administration (WPLA) reported on its recent and upcoming workshops, while the Real Estate Market Advisory Group (REM) reviewed its “Policy Framework for Sustainable Real Estate Markets.”

On housing modernization and management, CHLM adopted the Action Plan for Energy-efficient Housing and heard reports from European Liaison Committee for Social Housing (CECODHAS) on their ‘Powerhouse Europe’ programme, UN-HABITAT on its programmes for Central and Southeastern Europe, and Serbia on progress in implementing social housing policies.

Regarding building and construction safety, Azerbaijan reported on preparations for the International Forum on Natural Disasters and Building and Construction Safety in Baku in November.

As for cross-sectoral activities, the Secretariat outlined preparations for the November seminar on land-use planning around hazardous industrial sites, Habitat for Humanity reported on the creation of a Housing Forum for Europe and Central Asia, and UNECE’s Sustainable Energy Division reported on the meeting of the Steering Committee of the Energy Efficiency 21 Project.

The CHLM also elected the Bureau for its 72nd session. Prior to closing the 71st session, Chair Wolfgang Förster expressed CHLM’s gratitude to the retiring Christina von Schweinichen for her many years of service to the Committee.

The Chair gaveled the Session to a close at 5:35 PM.

The UN Economic Commission for Europe's (UNECE) Committee on Housing and Land Management (CHLM) met in Geneva in its 71st session. The meeting discussed the work of the CHLM Bureau and the Housing and Urban Management Advisory Network (HUMAN) since the CHLM's 70th session in September 2009. In its review of the implementation of the programme of work for 2010-2011, the CHLM discussed the status of country housing profiles for Azerbaijan, Belarus, Kyrgyzstan and Tajikistan, a joint UNECE/UNDP/UN-HABITAT housing policy brief project that followed the UNECE profile methodology, and reports from Georgia and Slovakia on how their housing profiles influenced housing policy in their countries.

The work programme discussion on affordable, healthy and ecological housing (AHEH), opened with a keynote presentation by Professor Franz Radermacher, Research Institute for Applied Knowledge Processing, Germany, on the global context. The UNECE Secretariat outlined the background paper requested by the CHLM Bureau on the need, rationale and main principles and goals to guide any work toward a proposed policy framework convention on AHEH in the UNECE Region. The CHLM decided to proceed with creating a working group to analyze the pros and cons of a possible convention, outline options for scope, objectives and core elements, and propose future steps, with the working group to report to the 72nd session of the CHLM.
