In the morning, delegates to CSD 18 discussed key issues to be focused on during the Intergovernmental Preparatory Meeting and CSD 19. At the beginning of the afternoon meeting, UN Secretary-General Ban Ki-moon addressed the session, and stressed: the need to focus on practical decisions that can be translated into action and scaled-up; all important decisions should be concrete, with time-bound goals; more links should be built with other international bodies and key fora and processes; and there should be continual assessment of performance and progress. He also announced his decision to designate Under-Secretary-General for Economic and Social Affairs Sha Zukang as Secretary-General of the 2012 UN Conference on Sustainable Development. CSD 18 concluded at 5:09 pm, upon which CSD 19 immediately convened to elect its Chair: László Borbély, Minister of Environment and Forests, Romania.
