The Eleventh Session of the Committee for the Review of the Convention to Combat Desertification (CRIC 11) convened on Monday morning at the World Conference Center in Bonn, with opening remarks and welcome from Chair Mary Rowen (US), followed by opening statements from: Stefan Schmitz, Head of Division, Rural Development and Food Security, Ministry of Economic Cooperation and Development, Germany; Kwang-Su Ryu, Director General of International Affairs, Korea Forest Service; and Jürgen Nimptsch, Lord Mayor of the City of Bonn. UNCCD Executive Secretary Luc Gnacadja, highlighted the benefits of the Performance Review and Assessment Implementation System (PRAIS) in underpinning country efforts, noting the reports received have helped to start setting baselines for the strategic indicators and a trend analysis of progress. Pohamba Shifeta, Deputy Minister, Ministry of Environment and Tourism, Namibia, formally announced that his country will host COP 11 from 16 to 27 September 2013 and said Namibia looked forward to showcasing to COP 11 how it had grown from “strength to strength” in combating desertification, land degradation and drought (DLDD).

After hearing opening statements from regional groups and a representative of civil society organizations (CSOs), CRIC 11 adopted the agenda and organization of work.

Delegates then began assessment of implementation against the provisionally adopted performance indicators in an interactive discussion session facilitated by John McKenzie, former news correspondent for ABC News, US, titled: “Are communication and participation sufficient to mobilize action on DLDD?” during which delegates highlighted challenges, best practices and recommendations for enhancing awareness raising and engagement of all stakeholders in activities to combat DLDD activities.

In the afternoon delegates continued discussion on the agenda item in a panel discussion on alignment of national action programmes (NAPs) moderated by Philbert Brown, Jamaica. Moderator Brown summarized the session’s recommendations to include: the need to involve CSOs in the capacity building process; the need to involve the private sector in the NAP process; the need for a multi-facteted, multi-sectoral approach; the reinforcement of the bottom-up approach; the suggestion for analysis of the timing of financial support, and the need to mobilize more financial support to meet the 2014 target; and the recommendation to establish a monitoring system.
