The International Institute for Sustainable Development (IISD) Division of Reporting Services has begun our funding campaign for the Earth Negotiations Bulletin in 2007. We are hoping to raise the US$1,790,754 (€1,351,523) needed to publish the ENB from 23 UN meetings and maintain the Linkages website with information on environment and sustainable development policy materials throughout this year.

The Earth Negotiations Bulletin was supported in 2006 by eighteen governments plus the European Commission, the Organisation Internationale de la Francophonie and UNEP.

We are in the process of circulating our funding proposals to those donors who have so generously supported us in the past. We are asking our donors to consider either the one-year or three-year proposal. Copies of our proposals are available on our website in PDF format:

We are also inviting others to support our work. If you represent a donor organization, government ministry or other possible contributor to the Earth Negotiations Bulletin and would like a hard copy of our funding proposal and supporting documentation, please contact me by email at kimo@iisd.org

Also, if you are a reader of the Earth Negotiations Bulletin and would like to find a way to support our work, we would encourage you to make recommendations for possible organizations, foundations or government ministries who are not currently donors and may be able to support our work. Many of our current donors have come through recommendations from our readers!

Due to the overlap between our current fiscal year (1 April 2006 through 31 March 2007) and our funding year (1 January through 31 December 2007) we are dependent on the timely receipt of annual contributions early in the calendar year so that we can cover meetings that take place at the end of our fiscal year, in February and March (when we often run short of money.)

Due to the slide in the value of the US$ and lower contributions during 2006 from some of our donors, we are entering the last quarter of our current fiscal year with a projected deficit for our fiscal year 2006-2007. The publication of the Earth Negotiations Bulletin is funded completely through the contributions from our donors and our attendance and reporting from meetings is totally dependent on the timely receipt of funds. Unfortunately, we cannot attend meetings if we have not received confirmation that adequate funding is in place before the meeting begins.

We have asked our current donors to confirm their 2007 level of support as soon as possible so that we can ensure coverage of these and other meetings this year. We also have our fiscal year 2006-2007 funding proposal available online. FUNDING SHORTFALL IN THE CURRENT FISCAL YEAR

In 2006 we were hired to provide our reporting services from 18 additional meetings. Our clients included the World Bank, the GEF, the Governments of France, Mexico, Saudi Arabia and Canada, as well as UNEP and UNDP.

For 2007 we have been hired by the Government of Indonesia to provide daily reports and online coverage from the upcoming Country Led Initiative in Support of the UN Forum on Forests: “Multi Year Programme of Work of United Nations Forum on Forests: Charting the Way Forward to 2015” to be held in Bali from 13-16 February 2007.

With financial support from the South Africa Department of Environmental Affairs and Tourism and in cooperation with the UNEP Regional Office for Africa (ROA) we will be covering the AU Summit on Science and Technology in Addis Ababa from 29-30 January and the UNEP/UNDP Poverty and Environment Programme Partners meeting in Nairobi from 30 January – 1 February. Also, within this same project with South Africa’s DEAT, we will be covering the AMCOW (African Water Ministers) meeting in Brazzaville from 12-16 March and the first COP of the Bamako Convention to be held either in March or April this year. Although we have not yet received confirmation from FAO, it appears that we will also be covering the 18th Session of the FAO Committee on Forestry (COFO) in Rome from 12-16 March.

Finally, we have confirmation from UNDP that they will be supporting our coverage of the side events at the CSD-15 meeting from 30 April to 11 May in New York (UNDP provided similar support for the publication of ENB on the Side from CSD-14 in 2006.)

OTHER MEETINGS WE WILL COVER IN 2007

This last year has been a really special one for IISD Reporting Services, as we expanded in two areas with specific funding from UNEP and from the Government of South Africa:

MEA BULLETIN: The International Institute for Sustainable Development (IISD) – Reporting Services Division (IISD RS), in partnership with the UN Environment Programme’s Division of Environmental Law and Conventions (UNEP DELC), have joined together to establish an information platform on multilateral environmental agreements (MEAs) and the negotiations associated with them. The primary output of this initiative, MEA Bulletin, is published bi-weekly and provides regular updates on the activities of individual MEAs and their associated Secretariats.  IISD RS’ team of ten issue cluster experts communicates regularly with MEA representatives and others in the field to track the MEAs’ activities and write the MEA Bulletin. Additional outputs of this initiative include the development of matrices of country and regional block positions at key MEA negotiations and the development of a web-based peer-to-peer discussion group, MEA-L. This project takes the success of the Earth Negotiations Bulletin, which has communicated the outcomes of international environment and sustainable development negotiations to the international community since 1992, a step further by gathering and communicating information about MEAs on an ongoing basis. The initiative seeks to facilitate efforts to follow the activities of each MEA as well as to identify and better understand cross-cutting issues that may impact a number of agreements and related negotiations. AFRICA REGIONAL PROJECT: The International Institute for Sustainable Development (IISD) - Reporting Services Division (IISD RS) and South Africa’s Department of Environmental Affairs and Tourism (DEAT), in partnership with the UN Environment Programme’s Regional Office for Africa, have joined together to assist in communicating the policy outcomes of African regional meetings on environment and related sustainable development issues to the larger international community. These three partners have launched a three-year project to provide coverage of regional sustainable development policy meetings in Africa with a focus on environment, water, energy and other sustainable development related issues, particularly in the context of the follow-up to the World Summit on Sustainable Development and the implementation of the Environment Action Plan of the Environment Initiative of the New Partnership for Africa’s Development (NEPAD). The project is the result of the identified need to give African meetings and activities a higher exposure to the international community. Building on the success of the Earth Negotiations Bulletin in covering international environment and sustainable development meetings, this project expects to replicate this success at the regional level in order to make the outcome of Africa’s meetings available to the world in real-time.

On behalf of the ENB Team, made up of 75 writers, editors, photographers, logistics coordinators and translators from 27 different countries, I’d like to thank all of your for your warm support throughout this past year. There is nothing more sustaining, after sitting through hours of sometimes less than stimulating negotiating sessions and working late into the night, often far from home, to hear how much the Bulletin means to you.
