Delegates met in a Joint Working Group to discuss cross-cutting issues contained in the final working paper from the second part of the Conference. After realizing that delegates were deadlocked on a number of issues, particularly those of finance, Chair Blaser suggested that delegates convene in two working groups during Tuesday's session. | ||
