Highlights for Wednesday, 8 November 2006

Delegates met on Wednesday, 8 November, at the Pacifico Conference Center in Yokohama, Japan, for the third day of the Forty-first Session of the International Tropical Timber Council (ITTC-41). In the morning, delegates met in plenary and addressed a substantial proportion of the session’s agenda. In the afternoon, all four committees (on Economic Information and Market Intelligence, Forest Industry, Reforestation and Forest Management, and Finance and Administration) met in separate sessions. At lunch, a panel discussion on the Rights and Resources Initiative was hosted by the Civil Society Advisory Group. In the evening, delegates attended a reception hosted by Papua New Guinea.


 

COUNCIL SESSION
During the morning Council session, delegates discussed CITES listing proposals for tropical timber species, measures to improve the ITTO project cycle, and collaboration with the Collaborative Partnership on Forests.

         
     
  Norini Haron (Malaysia) reported on outcomes of the ITTO expert meeting on the effective implementation of the inclusion of ramin in CITES Appendix II.   Sri Murniningtyas (Indonesia)  
             
       
  Council Chair Koichi Ito (Japan)   Luiz César Gasser (Brazil) outlined views concerning the US proposal for the ITTO to become more involved in the fight against wildlife trafficking.   Enzo Barattini (European Community) questioned whether raising the priority of wildlife trafficking in the ITTO was in line with the ITTO objectives.

SIDE EVENT: POVERTY, CONFLICT AND CLIMATE CHANGE

INFORMAL JOINT MEETING OF CONSUMERS AND PRODUCERS
In the afternoon, delegates met in an informal Joint Producer and Consumer Group meeting to discuss thematic programmes.

COMMITTEES
The Committee on Economic Information and Market Intelligence continued discussions on policy work, including studies on subsidies of tropical timber products, and a conference on transportation of tropical timber. The Committee on Forest Industry reviewed projects under implementation. The Committee on Reforestation and Forest Management discussed policy work and a proposal for a funded extension for a project on a model forest management system in Nigeria. The Committee on Finance and Administration held its second session, and discussed a request by Liberia for cancellation of its debt to ITTO due to extenuating circumstances.

COMMITTEE ON REFORESTATION AND FOREST MANAGEMENT

         
     
  Peter Schroeder (Germany) inquired about the proper procedure for consideration of project extensions with additional funding.   Morris Kapong Senap (Malaysia) described the third phase of a project on a model forest management area, for which an extension with additional funding had been requested.  
         
     
  Stewart Maginnis (IUCN) said that preliminary results show that if existing regulations and SFM guidelines are followed, then it will not be prohibitively costly to implement the new ITTO/IUCN biodiversity guidelines.   Emmanuel Ze Meka (ITTO Secretariat) clarified the procedure for consideration of project extensions with additional funding.  

COMMITTEE ON ECONOMIC INFORMATION AND MARKET INTELLIGENCE

             
       
  Brian Woodward (USA) expressed flexibility on the deadline for the baseline document for the conference on transportation of timber products.   Freezailah Che Yeom (Malaysia) cautioned against commissioning a study on timber transportation that might be biased against developing countries.   Charlotte Cudby (New Zealand) noted that if the baseline study were able to answer all questions, people would query the need for a conference.

  Bipin Behari (India) noted that a change in project proponent could materially change the nature of a project.   Jimmy Chandra (ITTO Consultant)  

COMMITTEE ON FINANCE AND ADMINISTRATION

     
   
  Hideo Fukushima (Japan) said that rather than completely writing off Liberia's debt, ITTO should discuss with the Liberian government on how to facilitate payment.
