Summary
The third session of the Second World Assembly of Local and Regional Governments took place on Sunday, 16 October 2016, in Quito, Ecuador. The Assembly was convened by the Global Taskforce of Local and Regional Governments (GTF) coordinated by the United Cities and Local Governments (UCLG). The event brought together over 385 local and regional leaders, representing different global networks of local and regional governments, joined by representatives of local government organizations and partners, who came together to deliver the Second World Assembly’s statement to the Habitat III Conference and commit to contributing to the implementation of the New Urban Agenda (NUA), which will be adopted by Habitat III taking place in Quito from 17-20 October 2016.
The Assembly began with opening remarks by Mayor of Quito Mauricio Rodas, Minister of Urban Development and Housing of Ecuador María de los Ángeles Duarte, Secretary-General of Habitat III and Executive Director of UN Habitat Joan Clos, President of the UN General Assembly Peter Thomson and UN Secretary-General Ban Ki-moon. This was followed by representatives of local and regional governments outlining their response to the NUA, along with their commitments going forward.
Participants celebrated, among others, the inclusion in the NUA of a reference to the Right to the City as part of a shared vision of “cities for all”; and UN Member States’ commitment to: ensure appropriate fiscal, political and administrative decentralization based on the principle of subsidiarity; promote participatory policy and planning approaches; and take measures to promote women’s full and effective participation at all levels of decision making, including in local governments. They expressed their commitment to lead local action for global sustainability by localizing international policy agendas, and called for harnessing the NUA to address the urban and territorial dimensions of all Sustainable Development Goals (SDGs), particularly SDG 11 (Make cities and human settlements inclusive, safe, resilient and sustainable).
