Diplomatic Conference of Plenipotentiaries
on the Minamata Convention on Mercury
and preceding Preparatory Meeting

In February 2009, the Governing Council of the UN Environment Programme (UNEP) adopted a decision to develop a global legally-binding instrument on mercury pollution of oceans. An intergovernmental negotiating committee (INC), consisting of intergovernmental organizations with representatives from the civil society as observers, has been operating under the rules of procedure adopted at its first session in June 2010, and has carried out its work over five sessions. On 19 January 2013, at the fifth session or INC5, Governments agreed to the text of the “Minamata Convention on Mercury.”

The text will be open for signature at a Diplomatic Conference (Conference of Plenipotentiaries), which will be held in Minamata and Kumamoto, Japan, from 9-11 October 2013. The Conference of Plenipotentiaries will be preceded by an open-ended intergovernmental Preparatory Meeting from 7-8 October 2013 in Kumamoto, and a field trip on 9 October into Minamata City, where participants will visit the Minamata Disease Municipal Museum, meet some patients with Minamata Disease, and attend a ceremonial opening of the Diplomatic Conference.
