|
Mercury INC 2 convened for its first day on Monday 24 January, 2011, in Chiba, Japan.
During the opening plenary, delegates heard welcoming addresses from Khalida Bouar, Deputy Director, Division of Technology, Industry and Economics, UNEP, Shoichi Kondo, Senior Vice-Minister of the Environment, Japan, and Katsuaki Miyamoto, Mayor of Minamata. Delegates also viewed a video presentation of the story of Minamata Disease in Minamata, Japan, and heard the experiences of Sumiko Kaneko, whose husband and three sons were affected by Minamata Disease.
In a round of opening statements countries outlined their expectations for the INC process and expressed their general support to utilize the elements paper (UNEP(DTIE)/Hg/INC.2/3) as a basis for INC negotiations.
During the afternoon plenary, the Secretariat introduced all documents prepared in the intersessional period and delegates initiated deliberations on the elements paper. |
