The second part of the 25th annual session of the International Seabed Authority (ISA) will consist of meetings of:
the Legal and Technical Commission (LTC) from 1-12 July 2019;
the Finance Committee from 8-10 July;
the Council from 15-19 July; and
the Assembly from 22-26 July.
The main items to be discussed at the Council and Assembly meetings are:
the draft regulations on the exploitation of mineral resources in the deep seabed;
the report of the Secretary General on the status of national legislation relating to deep seabed mining;
implementation of the ISA Strategic Plan 2019-2023; and
commemoration of the 25th anniversary of the ISA.
As discussed in the Earth Negotiations Bulletin (ENB)analysis of the first part of the 25th session, ISA delegates are in the process of building the legal, institutional, and economic frameworks of an unprecedented expedition; the exploitation of mineral resources in the deep seabed. The draft exploitation regulations are under deliberation to govern future relevant activities in the oceans. Their development will need to ensure environmental protection and simultaneously balance stakeholders’ interests. ISA, celebrating its 25th anniversary, must develop, in a timely manner, a mutual understanding on novel and complex issues.
